TTB audit services

Liz Holtzclaw is the nation’s leading expert in representing clients facing audits conducted by the Alcohol and Tobacco Tax and Trade Bureau (TTB), the federal agency that regulates the alcoholic beverages industry. Her services include data reconstruction, audit defense, and amendment creation and filing.

Federal reporting and tax processing

Every winery, distillery, and brewery is mandated to file regular operations and production reports with the Alcohol and Tobacco Tax and Trade Bureau (TTB). They also must file and pay federal excise tax. At Holtzclaw Compliance, we take responsibility for meeting all those requirements. We also assist with operations, inventory reports, export reports, and file claims for excess losses.

California reporting and tax processing

We make sure our clients meet all California requirements related to reporting Board of Equalization sales tax and excise tax. We also file refund claims when we believe our clients have overpaid their tax bills.

California audit representation

We aggressively represent clients who face Board of Equalization audits related to sales or excise taxes.

Licensing (new and modifications)

We handle all of our clients’ licensing needs at both the federal and state level. We file for direct shipping licenses, allowing clients to send their products directly to consumers in another state. We also take care of wholesale and importer licenses for clients. Our team can help with transfers and modifications of existing licenses if a company is sold or new owners or officers are added to the company.

Out-of-state reporting

Our clients can confidently do business across state lines thanks to the experts at Holtzclaw Compliance. Our experienced team is well-versed in what is required in all states that are open to direct to consumer and wholesale sales. We make sure all taxes and shipping reports are filed and paid on time.



Label approvals

Labels for all products with 7% or more alcohol content must be approved by the Alcohol and Tobacco Tax and Trade Bureau (TTB). We are experts in the Certificates of Label Approval (COLA) process. We review labels for required elements, and then submit them to the TTB, staying on top of the review process. If a COLA application is initially rejected we provide defense for those labels, and file appeals or corrections.

Product registration

States have different rules that affect product and brand registration. We understand the numerous requirements, and make sure our clients are always in compliance. Our expertise in this area, and ability to coordinate with other aspects of our service, is a key advantage to our clients.

Trust account services

We offer trust accounts for our clients to maximize efficiency while assuring financial integrity and transparency. The accounts allow us to pay taxes, license fees, product registration fees, and other state mandated expenses on time, speeding up the approval process. We take care of everything; eliminating the need for clients to write multiple checks to various state and federal agencies.

On-site training

Holtzclaw Compliance will travel to a client’s facility and train key staff on how to maintain their required records, and how to complete key federal and state reports. It is another example of our personal service and commitment to each client.




Washington, D.C.—The harrowing, time-consuming and absolutely essential task of winning label approval from the Alcohol and Tobacco Tax and Trade Bureau (TTB) may become simpler starting today, when the bureau’s new form—with new regulations—takes effect.

After a lengthy process of industry consultation (including the Wine Institute’s Public Policy Committee), a public comment period and two months of required review by the Office of Management and Budget, the revised form for COLAs (certificate of label approvals) was scheduled to go live July 1.
