Liz Holtzclaw is the nation’s leading expert in representing clients facing audits conducted by the Alcohol and Tobacco Tax and Trade Bureau (TTB), the federal agency that regulates the alcoholic beverages industry. Her services include data reconstruction, audit defense, and amendment creation and filing.
Every winery, distillery, and brewery is mandated to file regular operations and production reports with the Alcohol and Tobacco Tax and Trade Bureau (TTB). They also must file and pay federal excise tax. At Holtzclaw Compliance, we take responsibility for meeting all those requirements. We also assist with operations, inventory reports, export reports, and file claims for excess losses.
We make sure our clients meet all California requirements related to reporting Board of Equalization sales tax and excise tax. We also file refund claims when we believe our clients have overpaid their tax bills.

Labels for all products with 7% or more alcohol content must be approved by the Alcohol and Tobacco Tax and Trade Bureau (TTB). We are experts in the Certificates of Label Approval (COLA) process. We review labels for required elements, and then submit them to the TTB, staying on top of the review process. If a COLA application is initially rejected we provide defense for those labels, and file appeals or corrections.
States have different rules that affect product and brand registration. We understand the numerous requirements, and make sure our clients are always in compliance. Our expertise in this area, and ability to coordinate with other aspects of our service, is a key advantage to our clients.
We offer trust accounts for our clients to maximize efficiency while assuring financial integrity and transparency. The accounts allow us to pay taxes, license fees, product registration fees, and other state mandated expenses on time, speeding up the approval process. Washington, D.C.—The harrowing, time-consuming and absolutely essential task of winning label approval from the Alcohol and Tobacco Tax and Trade Bureau (TTB) may become simpler starting today, when the bureau’s new form—with new regulations—takes effect.
After a lengthy process of industry consultation (including the Wine Institute’s Public Policy Committee), a public comment period and two months of required review by the Office of Management and Budget, the revised form for COLAs (certificate of label approvals) was scheduled to go live July 1.

Liz brings more than 20 years of winery compliance expertise in everything from 500-case small wineries to multinational companies producing millions of cases per year. She has worked in the Paso Robles/Central Coast, Napa/Sonoma and Lodi wine-growing regions in California.
Liz founded Holtzclaw Compliance in May 2012. Since then, she has seen her business grow by leaps and bounds. She is the leading expert in the United States on federal regulatory compliance. Liz has successfully represented numerous clients during TTB audits, and has developed long-term relationships with leaders at the TTB in the labeling, regulatory, permitting and audit divisions.
Liz loves watching her teen-age daughter Rachel sing in the Hughson High School choir and compete as a member of the track and field team. In her spare time, Liz sings in a praise group, teaches a parenting class and is a lay leader at the Hughson United Methodist Church. Liz’s true joy is traveling; she has ventured to six continents, most recently Antarctica. She is a self-described foodie, who enjoys experiencing different cultures through their cuisines.
Rodrigo joined Holtzclaw Compliance after working for nine years at E & J Gallo Winery. He is extremely well versed in finance, supply chain management, and regulatory compliance. Rodrigo brings expertise in labeling, federal and state product registration, and the coordination of international health registrations.
Rodrigo has an associate’s degree in Information Technology from Heald College in Fresno, CA. As a student, he volunteered at the Boys 2 Men and Girls 2 Women Foundation – assisting with IT support and after school tutoring.
Rodrigo enjoys keeping up with the latest technological news. In his spare time, he also enjoys staying up-to date with the most recent advancements in the automotive industry. Rodrigo is a huge fan of the Sacramento Kings and the San Francisco 49ers. He stays active through many outdoor activities, such as hiking and mountain biking.
Mallory comes to Holtzclaw Compliance with 4 years of experience in wholesale compliance. Most recently, Mallory was with Delicato Family Vineyards where she handled wholesale reporting and brand registrations for major brands.
Mallory graduated from California State University, Fresno in December 2010 with a bachelor’s degree in Communication. She continues to be an active and supportive alumnus.
Mallory is a lifelong San Francisco Giants fan. She tries to make it to as many games each season as she can. In her spare time, Mallory enjoys playing in a local competitive co-ed volleyball league. Mallory is an avid traveler who enjoys exploring new destinations. She is also very close to her family and spends a lot of time enjoying their company.
